Does anyone know where the template is that my users get when they try to login with an invalid username or password?

I know where the wording is in Language & Phrases, but I would like to change the design of this page. I can't find the template anywhere.

Its either the STANDARD_ERROR or STANDARD_ERROR_LITE page.
