Where is vbXirc?

Hi,

I am looking for vbXirc, and can't seem to find it anywhere. I have searched the forums, and I found a link to it, but it said I didn't have permission to view that post. I have also tried searching google for it but I couldn't find it there, all I found via google is a bunch of sites that have vbXirc installed. If anyone can point me in the right direction I would appreciate it.
