I'd like to add a field in the user cp so users can choose legacy or new postbit templates.

There is a hack that would allow this.

I actually have this on my forums, I think someone over at vB.com mentioned how to do this. Unfortunately, I cannot remember for the life of me who it is.

That said, I've attached a file that shows how I got mine up.
