is there any hack (Specific language for Specific Style or theme)
means for each style u can use Specific language
nor its new idea to make this hack

Well since the vB system is build around phrasing all text and like that making the styles language independant, this would be a strange request. If the style is good build (using phrases) there should not be any hard-coded text in it, and therefor it could be used with any language.

I think however that i have seen a request for this before, not sure if there was a solution given. Try searching for it.
