PM Notice on Usergroup change?

I was wondering is there a way to code a feature where users will get notified via PM (or email) once the admin/mod has upgraded their status to something else (meaning, changed their default group to something else, higher or lower, whatever), that will either say "You've been switched over to ____ group" or even better, send out a pre-defined text for each group change?
