And now for some reason everything I change in my warning options doesnt change, it says "Your AWS Options have been updated." but then nothing else happens, also when I Try to warn someone I get this error:

Try downloading the zip file again, and upload the file warn_install_setting.php and admin_warn.php to your admincp directory.
As for your database error, that shouldn't appear when you try to warn someone, is it possible that it appears when you try to warn someone and with this warning the user is banned?
In any case, please make sure you have uploaded the file includes/functions_warning.php to your server.

also you are terribly out of date vbulletin 3.0.3 is full of security holes ....
