Does this hack exist?

Basically I wanna hide a few forums & when a user reaches a certain amount of post the forums become viewable. Thank you.

a user is assigned 0 post after registration and that means he won't be able to make thread/post nor viewing any forum at all.

Its not a hack, its the use of usergroup promotions.

Set up a custom usergroup with the ability to view those forums, then set up the promotions so that it adds members to that as a secondary usegroup when they reach a certain number of posts (users the promotions cron job).
