Quoted IMG tags turn into URL tags.

I did a search and I couldn't find it, and I don't know the files well enough yet to do this myself.

What I'm looking for is a hack that turns all quoted IMG tags into URL tags, so that people won't keep quoting images, so they take up more space than they need to. I think it would could prove very useful.

All I could find was an earlier request. However, the code modification posted there doesn't work.

Could someone please look in to it?
