my friend uses 3.03 and people can use remote avatars by putting in a url. im using 3.06 and thers no option for remote avatars. is there any reason why or is there something im doing wrong??

hmm, i'm running 3.0.5 and i have the option. i'd suggest you check your attachment permissions settings.
