video thumbnail via attachment

Is there a hack that, when uploading a video file through the attachment system, it will create a thumbnail?

If not, would someone help me out with this? It should take a snapshot a certain amount of seconds in to avoid black, say, 15 seconds.

I've heard this is possible, maybe a hack exists?
