[REQ] script that lets users create a webpage in subdir

I am looking for recommendations on a script, preferably PHP driven, that will allow users to sign up and allow them 5 megs of storage for a webpage. It should create a subdirectory with the username they signed up with. Integration with Vbulletin user database would be ideal. I guess something like Geocities.

Any recommendations?
