quick thread on non-vb page

Well, this is what I want to do... I want to have a fanfic section in a non vB page. So this is how I want it to work:

1) I'll have a forum created just for fics. This will be the place to host all the new threads created in the non-vb new thread form.

2) I want a "quick thread" form on a non-vB page where they can create a new thread (so they'll have the TITLE and the MESSAGE box, I just need that).

3) Having a "latest fics" page on a non-vb page would be awsome too, where the latest threads on the fics forum will be listed. Pagination would be greatly appreciatted (I can do the pagination, it's hard for me, but I will be able to do it if you don't have the time to do it for me)

4) I would really appreciatte a spam protection which I can set (let's say, 15 mins per thread, I don't think they need to post more than 1 fic in 15 mins.). I think it should be something like "if user posted a thread <15 mins ago, then print "can't post more bla bla bla"".. obviously this won't work on the main forum, but it will help :P.

I already have the global.php file on my non-vb pages since I use the vB database to prevent guests to download files (for e-mail purposes), so I can prevent guests to see the form. I just need the form code.
