Allow HTML in posts code question

How does a post know if it should display in HTML or only use BBCode.
In other words,
If I allow HTML in a forum, where in code is the check to see that HTML is allowed prior to display?

I want to leave HTML option OFF, but insert an IF statement in code to allow certain posts to display in HTML.
