My access to Vbulletin member's center expires in December, I was wondering does this mean I can't download hacks unless I renew?

An owned license gets you support and access to the sites, vBulletin.com / vBulletin.org, theonly thing that happens when your access runs out is the ability to download new copy of vBulletin.
