HOW DO I: create a link at the thread level?

The ability to direct a forum to a URL is already available in the AdminCP.

Is there some way an Admin could similarly direct a thread to a URL?

Not without a hack.

there was one for vb2 by Chen, but i cannot remember one for vb3
