Is there a way to set the Signature?

Is there a way to set the Signature? by this i dont mean the amount of text, I mean the size of the images they put in there. Can I use like html to set a size and then all sig will shrink down to fit or maybe mak it that if ther too big they get an error? I want to make it 500x200 pix
so if they try to put any text or pics bigger either they get an error or it shrinks to fit
