Minus'ing Thread parents in vB2.3.5, Paid job?

I was on a forum awhile ago, and it allowed its users to minus forums they were not interested in; in order to keep a cleaner look. Is this posible to do with vB2.3.5, if so, do I pay someone to do this?

Where do I look to see if it is already created?
