Using Thumbnails

I'm having some problems getting my thumbnails to work. I did exactly as it said to, and it still doesn't work.

I went to my vBulletin Options and turned on my GD to the correct setting. Then I went to Update Counters and rebuilt my thumbnails. All pictures currently are still actual size, as well as new pictures posted after I've done this.

What am I doing wrong?
