unreged users can't see board?

I recently restored a backup of my board and I went to change the unregestered settings to allow them to view my boards. I have set their permissions to see the forum and threads, but no one can. Am I missing a critical setting somewhere? I don't have the individual sections using custom settings, just the default unreged/not logged in options.

Before the restoration I had most sections open, but a few were closed except to registered members..
