How to make the forum tools drop down conditional

Hi there:

I am trying to make my vbulletin site as intuitive as I can for my users and one thing that I am not happy with is that when you have a user group that does not posting access to a forum they still get the option to add a new thread in the forum tools menu. how could I go about modifying the template to make the forum_tools dropdown change based on the user group type?
