Using CSS to define a table bg image

Okay, here's the problem:

I want to design a style so that the menu bar is in the forum image at the top. To do this, I have three images.

Image 1 (standard banner)
Image 2: used as bg to table that holds the menu bar
Image 3: below menu bar foir graphic effect

This is as far as I've got. As you can see, images 1 & 3 show fine but the bg to the table is not showing (the text is also badly formatted, but that can be sorted later).

Now, this is the part of the navbar template I'm working on:

The important bit is obviously the CSS bit, but I can't work out where I'm going wrong (web design n00b ). I'm sure it's stupidly obvious, but if anyone could point it out, I'd be very, very appreciative! Thank you very much.
