I see this on many sites including this one. When viewing a post how do you add the bar with all the user info in it.

What do you exactly mean? Are you running a vBulletin? Do you want the information to be displayed vertical like this site, or horizontal like vbulletin.com? Explain what you are trying to do, and on what.

Enable the legacy postbit option in the 'vbulletin options' section of your admincp
