Automatic "Welcome" thread

The birthday hack got me thinking is would be really nice to have a hack where a thread is automatically created in a specific forum when new people sign up. The thing is though, It should only work once a person confirms (rather than just having signed up and not validated yet). Having an option where an admin or mod can manually confirm a signup would be even better. We're really good about welcoming new members but sometimes a few slip by.

In an optimal world that would be the best case scenario. In our case however, our 'Welcome' forum is a subforum of our 'general chat' forum and one mod is in charge of it (in this case, my wife ). She's the one who gets emailed when new people signup, and right now we're forced into having her forward notifications of new registrations to me so I can confirm they validated.

Would just be nice to have a hack that did this for us. It certainly doesn't mean the remaining members and staff can't come along behind it and add their welcomes.
