Help with vB3.0 template modification.

I need to know how to made my forum to uyse the whole page.... it?s hard to explain... let me put an example:

http://www.devboxforums.com/

in that forum you can see the blue bar at the bottom containing "Contact Us - DevBox.net - Archive - Top" and that bar goes from one side to the other. How do I do this? which template do I need to modify? O.o
