qustion about thread tools

hey ,

ok this qustion is quiet simple ,
the thread tools thingi, how i can add new things for the pop up ?
i know that the file that used to edit is postings.php
but i cant find the templte where its says Admin Tools
and to edit more things to this pop up bar

maybe any 1 can help me ?
