What does this mean?..

Means their gettin told they cannot do what they are tryin to do. For instance --

If on my forum i had it set that guests cannot see attachments, so if a guest clicks on an attachment they wil get a message saying they need to be logged in, and on the whos online section, it will show that red mark, basically saying their seeing a message telling them they cannot do whatever they are doing

Hope that explains it

It means the user has gone to try and do something they can't do. For example they may have got a link to a thread in private forums that they can't access. And then they receive the no permission error
