What templates would I need to edit to place a banner ad in the area marked in red?

For all pages? I'd use the 'navbar' template.

I could drop the code into the navbar template, then use conditionals to make it show up where/when I wanted to, right? I currently am using conditionals now, I just want to move it down from the top of the page into this area.
