I'm looking for a hack for a car site, but would easily work with other sites with a little editing done.

Purpose:

To allow board members to submit their car (or whatever) for the rest of the board to vote on for Ride of the Month (ROTM).

Requirements:

Allows user to up load an image of a pre-defined size (set by admin)
Have text fields to list interior modifications
Have text fields to list exterior modifications
Have text fields to list engine modifications
Have text fields to list suspension modifications
Test text field for HP and quarter mile times
Text field for general comments the owner would like to make
Allow other members to vote on the car
Have a set time limit that voting can take place...one month would be the default
Winner of ROTM can not win two months in a row.

I'd be interested in a hack like this. I own a biker site and think this would be really cool! But, it does sound like a lot of coding.
