In your phpinclude template, place:

{
       $bannerad = "";
}
else
{
      $bannerad ="<a href=\"http://linktoyoursite.com\"><img src=\"{imagesfolder}/yourbanner.gif\" border=\"0\" alt=\"\" /></a>
";
} 

Then place $bannerad in your header template.

Its not tested but should work
