Alright, I dont know what the deuce happened, but I uploaded a fresh index.php and now all i get on my forum is http://ffeffect.rpgsyndicate.com/forums/index.php?

it's probably one of the files index.php is including

global.php which also includes
functions.php
sessions.php
online.php
and some others

check those files out, or reupload them

it could be something to do with your templates or style

This is really weird, never seen it say array before. Try going to your forumhome template, maybe there is something screwed up in there.
