I searched high and low for a way to disable the PM system for certain users. It would be great if someone could make a hack for this purpose.

Why not just put them in a new usergroup and disable PMs for that group?

That's a possibility. But is you have too many forums, it is a royal pain to setup permissions per forum category and individual forum.
