Preventing new registered users appearing until authorized?

Is there a way to prevent a new registered user's name from appearing in the Our Newest Member section?

Reason for asking is that I have some joker who keeps registering with usernames that contain vulgar language. I have attempted to ban him using the word ban etc, but it does not prevent him from coming up with new names.

I don't want a new registered name to appear on the site until I have performed validation, any way of doing this?

in index.php you'll find this line:

The comma between the DESC and LIMIT will give you a db error.
