I want to create a "Review" forum where only the admin/mods can create new topics but everyone can reply.

For example...

The admin would make 10 posts -- each was the name of a car. Then the members can write a review in that thread but they will be unable to start a new thread.

Is that possible?

Set the form permissions so that only admins/mods can start new threads, no hacking required.
