When someone registers to my Board am I able to edit the rules and regulations they see?

There is no Rules section standard on vB.

However, you can edit the "signupadult" template to add them there. There are also hacks that you can use to add a Rules Page.

Or you can add an Announcement containing Rules

You will need to edit signupcoppa too if you have the coppa system enabled.
