Idea about Banners:

Modify the Random Banner Generator and Integrate it into vBulletin, by making the Random Banner look for "$bannerliststuff"
Make "$bannerliststuff" be the information entered into the database
Make a script that allows banners to be added to the database
Modify the "Approve" part of the "Pending accounts"(Banner Exchange) to add them to the database
Edit global.php and make a variable ($banner) call a random banner!

Can you help me?
