Is there a hack out there that allows you to post news on say a different page of your site but draws the information from tables from the forums

For example:
http://www.pocketpcthoughts.com/

It uses phpBB and it draws the news from various forums on their site? Is there something similar to this for vBull?

Yes, PluhNews powers my home page although I hacked it to show avatars, too.

There's vbIndex and vbHome, to name a couple more. Check out the hacks database (http://www.vbulletin.org/hacks/) to see them all.
