How do you set it?

In admin/template.php, there is a mention of debug when adding a template...

How do you make it so that the "All" option appears?

Debug is a HUGE security issue, but here is how.

Is there any way of making the "Add to All" function in Template.php work without the debug?

My way to handle the debugvalue:
i added a new setting so i can change the debug value from on to off in my vb-options.
when i need the debugfunctions i turn it on, after that i turn it back to off

run your admin/setting.php
at section Turn Your vBulletin on and off
klick add setting

use this:

i think it's a very usefull option, but it can be dangerous if you forgot to set it back to no.
or if you have admins which like to destroy things
