I run a mapping website for half-life, and I've been looking for a hack that can show which maps a user has made, and lists them in a map list page, the users profile, and shows (in a number) how many maps that user has made (if any)

Its similar to the system used here to show which hacks a user has made.

Is there a hack around which does this, or would I have to build it from scratch?

it would probably have to be built from scratch... but shouldn't be too much of a problem to make... if you have enough php and mysql it should be fairly easy to put together... regards... but also depending on the number of features looking to include would make the project more difficult...
