Just a few things:

Those who have the ability to make a thread sticky can do so while posting the thread [maybe a checkbox]

Those who have the ability to close a thread can do so while posting the thread [another checkbox]

Those who have the ability to close a thread can do so while replying to a thread [another checkbox ]

Those who have the ability to close a thread can do so while replying to a thread with quick reply [another checkbox ]

My usergroupids:

Administrators: 6
Supermods: 5
Mods: 7
Staff [custom group, I wish for them to have the same ability as megamods]: 8

The closing ones have even been done, or at least done for replys, I think Nakkid did it.

Maybe you could include the sticky option on quick reply and newreply?
