Is there a way to automaticly change a members usergroup once that the member as paid a fee for a service on the board for exemple

By Pay Service, I mean the Service that your members pay into...

i.e. Paypal or some other software...

As hellsatan mentioned it is an integration project. It's very unlikely to find a hack for this here in vb.org, because every site and every integrated payment service would require different methods for this integrations so it needs a custom coding..
