i basically want a hack that would make an application based forum, a user would have to apply before getting in, after staff votes 5 times yes the user would recieve an email with the registration page and a verification key that would allow him to see the normal register page, if staff votes no 5 times, the user is auto rejected and cannot apply again (IP)

if someone could make this i would be very pleased, thanks alot and good luck = ]

Edit more specifics meaning like what do you wanted included in the registration form? I already have some neato ideas i will apply to this hack... even though i would disagree with the ip registration i will work with it
