I've seen this option before. In the registration process you must actually scroll down to the bottom of the rules and click a check box inside of them before you can click "I agree."

Does anyone have a hack like this?

There is a java script around to lock "Continue" button for X seconds so they cant pass the screen by clicking the button ASAP. (Applies to users with IE and java enabled). I know it's not a hack so I think you can either find it in templates section or in vb.com.
