You can't. You can report the URL here:

However due to privacy considerations you will not get any answer as to whether or not the site is licensed.

Well I don't want to turn them in if they're legit, it's just that they're still on 2.2.1 and I found that a bit odd....

Well, if they are legit they won't have any problems if you turn them in... And what is strange about not wanting to update your boards all the time?

If I am not mistaken vB.org ran 2.2.1 untill 2.2.5 was release.
If you came across someone running Windows 95 would you report them for piracy?

I think I fail to see the logic in your conclusion

Very true. I still run 2.2.1 because I have loads of hacks on my site and don't want to upgrade unless there are significant features my users will need.

It's not just released hacks either, I sent to mess with the code and forget to write down what I've done, oops

they can also have a licence, but the one year acces to members area is over...

very true,i was using vb 2.2.2 until vb 2.2.6 was released,but now my board is down due to server problem and im hoping looking for a better server,does anyone here reccomend me one?

If you can manage to get a screenshot of their logged-in admin CP, look for the top frame that shows the latest version of vBulletin. If it's not there then it's pirated.
