Extra Line

I am trying to get an extra outerborderwidth line out of a table that I have joined to another table and am having a problem getting it to work. Please check the following link to see what I am trying to do. At the bottom of the page, just below the Quote of the Day box there is a double white line. Can anyone tell me what I am doing wrong, please? The link is:

I am also wanting to put the "Report this Post to Moderator" and "IP Logged" at the bottom of the message box, no matter how short the message is. I know this is a table thing, too, but, once again, I am having problems with getting the table to stay at the bottom of the message box. It keeps wanting to make a new box on the right. Any help with this would also be appreciated. Thanks in advance.
