Custom avatars and titles

Can someone make a hack (if its not too hard), that lets admins, mods any user-groups that I pick, able to pick custom titles and avatars, then all other users must use the set limits.. ie. normal members must get to 300 posts before they can have a avatar and 400 posts before they can have a custom title.

what I wanted was to let all these people pick their own avatar. I have no set avatars on my site.

I have this group called "MIA" with about 10 people in it. I want them all to be able to upload their own avatar and change their own title to whatever they want, without getting to the set post limits that everyone else has to get to.
