Moderator abilities - edit profile(limited) and access masks

I am looking to give some of our forum moderators the ability to edit some things in profiles as well as access masks.

From the looks of it PPN released a hack a while back that will handle the access mask thing for me. (I hope it still works on 2.2.5 since it was made for 2.2.1)

But I have yet to find one that seems stable for the editing of user profiles, that also allows usergroup editing. (I would really like it if the usergroup edit did not include the ability to set anyone to administrator, but would allow other usergroup changes.) And would allow the other aspects of profile editing like email, homepage, signature and such.

Can anyone whip something like this up?

Mods can edit username, useremail, homepage and signature Hack, but I would like to allow limited usergroup modification as I mentioned before if easily possible.
