hey guys I run the site www.newcelica.org and I want to be able to turn off attachments in all of my forums except for one.. is it possible to do that??

You can do this in the default vBulletin distribution. Go into your admin Control Panel. Click on Permissions under "Forums" and set the "Can post attachments" permission to no for the appropriate forums.
