How do I have certain hacks which require php modification in one style and not Show up on another

example: Welcome Panel on Default how can I make it that It doesnt come out on the new one? because it requires php modz

Create a new template set. That is all the templates in 'factory defualt' mode.

The backend changes are still there, however most of them wouldn't be seen.
