How do I make my forums look like this one with this stuff at the top?

Also I want my two Forum catagories (shows below) to drop down the forums when they are cliked so it stays on teht index page all the time instead of being so seperate...is that possible?

To make them expand out to normal when the link is cliked on entering the forum..
