make it so unregistered users, when trying to acces the forum, reach a page, with guidelines and policy aor such, and have to accept till the go to the forums or sighn in?

and also what is there a way, that you can create two set of titles to follow

Like when a person registers he can pick gamer Animer

and which ever one he picksm you can create a custom titles for each one?
